Craig Simpson, P.E.

Secretary-Manager

Craig Simpson joined the District in 1995 as the District Engineer and has served as Secretary- Manager since 2007. He attended the U.S. Coast Guard Academy and graduated from Washington State University with a Bachelor of Science degree in Civil Engineering and is a registered Professional Engineer in Washington State.

Craig’s commitment to civic engagement is evidenced through his service as President of Class XXV of the Washington Agriculture and Forestry Leadership Foundation, and by election to the Pacific Northwest Waterways Association Board of Directors, the Northwest Irrigation Operators Board of Directors, the Washington State Water Resources Association Board of Directors, as co-chair of the Waterpower Taskforce Board, and VP of the National Water Resources Association Board of Directors. He is also a member of the Columbia River Policy Advisory Group.

He enjoys fishing, hunting, gardening, cooking, attending sporting events, and spending time with his family.

Rosa Dekker

Treasurer/Assistant Manager for Administration

Rosa plans, organizes, coordinates, and controls accounting functions at the District, which includes cash management and operations, accounts payable, accounts receivable, treasury, general ledger, payroll, fixed assets, and revenue services. She also oversees many administrative functions of the District. In addition, she acts as Secretary in the absence of the Secretary-Manager.

Rosa is a graduate of Central Washington University, having double majored in Accounting and Business Administration. She also holds a Masters in Accounting from Liberty University and is currently pursuing her CPA licensure. In addition, she serves on the Cities Insurance Association of Washington Board of Directors.

In her spare time, Rosa enjoys traveling, kayaking, playing volleyball, reading and camping.

Nate Andreini

Assistant Manager for Technical Services

Nate oversees District engineering and water quality, with a focus on Columbia Basin Project communications and SCADA monitoring.

Born and raised in central Washington and a graduate of Arizona State University, he is a registered Professional Engineer and graduate of the Ag Forestry class 37, Nate joined the District in 2011.

Outside of District operations, Nate enjoys spending time outdoors.

Jon Erickson

Development Coordinator

Jon brings proven leadership skills and an extensive background in project management to ECBID. As the Development Coordinator, he works with landowner groups throughout the service district to identify needs and facilitate efforts to ensure efficient water delivery and system development. His strong communication skills allow him to work effectively as a liaison between District operations and the landowner groups.

Jon enjoys coaching his kids’ sports teams.  He also sits on many boards and government committees.  Most notably, he is an elected City Councilman.

John McCourtie

Assistant Manager of Operations and Maintenance

A 26-year veteran of the District, John was originally hired as a Canal Maintenance worker, though he has also served as a Ditchrider and Watermaster of the Othello section before assuming his current role in 2015. In this role, he plans, organizes, directs, and supervises the operations and maintenance activities for a variety of departments to ensure District facilities function efficiently and effectively to provide optimal water distribution.

Born and raised in Othello, John is a graduate of Othello High School.

Kristine Robertson

Purchasing Agent

An Othello native, Kristine has served the District for the past 16 years, managing procurement, asset management, and recordkeeping. She is a long-standing member of Beta Sigma Phi.

Outside of the District office, Kristine enjoys reading, and spending time with her family playing card and board games.

BOARD OF DIRECTORS

Don Osborne

Board Member, Division 1

Don has a long history of service to the East Columbia Basin Irrigation District. His father served on the Board of Directors for over 40 years, and this is Don’s second time serving as Director.

A fourth-generation farmer, Don has been farming his own ground since 1983, most consistently focusing on alfalfa, timothy hay, and beans.

When not working on his farm or serving the District, Don appreciates almost anything at high speeds. Having grown up racing motorcycles, Don still cruises on his Harley and dirt bike and enjoys the passing scenery while going as fast as possible.

Reid Baker

Board Member, Division 2

Reid was born and raised on a farm in Moses Lake, and after attending BYU, returned
to the profession with the goal of raising good crops and giving back to the community.
Today, Reid spends his time consulting with other operators where he can lend his
expertise and add value to help others grow and improve their own operations.
A father of five, Reid enjoys spending his time with family, riding horses, and serving as
an active member of his church.

Dennis Swinger

Board Member, Division 3

Dennis is a life-long resident of the Columbia Basin, and continues to live in the home he was raised in. He is a 6th generation farmer, farming the ground his family has worked for 4 generations. His great grandfather signed up for Columbia Basin Project water in the 1920s. Today, he continues to consider this effort to be critically important to the country and region, as well as his family. His work today to bring water to the Basin continues this legacy.

He studied Agriculture at Washington State University and serves on the Washington State Turfgrass Seed Commission. In addition to his duties as an ECBID Board member, he also serves on the Board of Trustees of the Washington AgForestry Foundation.

A lifetime fan of the Washington State University cougars, the family attends at least one home football game each year. He also enjoys cruising on his Harleys and getting out on the water in his boat.

Duaine Anderson, President

Board Member, Division 4

As a 3rd generation farmer, Duaine now manages his farms with two of his sons. The third son is also in agriculture. He is a graduate of Washington State University where he studied Agriculture Engineering.

Duaine loves working with his hands and building, and even built the home his family lives in today. He enjoys tinkering in his wood shop and plans to spend more time there as his sons begin to take over the family business.

In addition to leading the East Columbia Basin Irrigation District, Duaine has served on the Cemetery Board for the City of Othello for the past 20 years and is an elder in his church.

Kevin Lyle

Board Member, Division 5

Raised on a farm near Ritzville where his father and uncle farmed together, Kevin attended Washington State University and majored in Ag Economics before returning to the family farm near Cunningham. Kevin joined the Board in 2020 following in his father’s footsteps as a previous Director of the ECBID, with goals of supporting the continued District progress and maintaining the great District infrastructure that has been built over many decades. Today, he continues to farm with family and enjoys learning the intricate and complicated work of the District.

In his spare time, Kevin enjoys spending as much time as possible keeping up with his 8 grandchildren.
